C4EO assembles Expert Group for work on Effective Early Intervention
C4EO has assembled a high-level expert group to lead on the strategic direction
for Effective Early Intervention.
The group which is chaired by Kim Bromley-Derry will act as a national champion
for early intervention and inject fresh thinking into meeting the challenges. The
‘effective early intervention network’ comprises a broad alliance of ADCS, DCSF,
other national organisations, the third sector, academics, leading think tanks and
local areas at the cutting edge of innovative practice.
Tasked with developing a clear narrative of 'what works' and describing how the
'whole system' is working well, the group will also examine ongoing pressures (such
as domestic violence and the number of children 'in care') that persist and report
on ways in which to make progress.

The Centre for Excellence and Outcomes (C4EO) is a collaborative
centre which gathers and shares the best knowledge available of ‘what works’
to contribute to a step change in improving outcomes for children and young people,
especially those who are most vulnerable.
An independent consortium sponsored by the Department for Children, Schools and
Families, C4EO was launched in July 2008. It has been developed for the children’s
sector from the children’s sector and works with a consortium of four core
partners who deliver key elements of its programme: NCB, the National Foundation
for Educational Research, Research in Practice and the Social Care Institute for
