This hypothetical model and supporting narrative analyses the potential cost avoidance that could be made nationally if intensive interventions for families with multiple problems were targeted at all suitable 10-15 yr old children that enter the care system in England each year (10-15 yr old children occupy the largest proportion of expensive residential care in England).
