C4EO has been providing sector-led improvement support for the last 4 years, through
a broad range of 'sector specialists' covering all areas of Children's Services.
Most of our sector specialists are directly from the sector (LA's and their partners
including health and the voluntary sector) and work on a flexible part-time basis,
whilst still working in their locality – ensuring that they remain credible and
Until now, C4EO has been able to provide this service and our training free at the
point of delivery, through Government grants. This is now no longer the case – but
we still have this huge expert and trained resource available to provide bespoke
'tailored' improvement support. Our experienced specialists are available for individual
LA or LSCB support, or to add additional capacity and expertise to the development
and implementation of regional priorities. They provide external challenge which
is evidence based and outcome focussed.
Our passion for helping the sector to improve outcomes for children, young people
and their families remains strong. C4EO is a 'not for profit' organisation and the
majority of our income goes directly back to the sector, to Local Authorities and
other agencies which 'donate' sector specialists.

C4EO is acutely aware of the current high expectations faced by LSCB's, which have
such a vital role to play within the local accountability system for child protection.
To assist LSCB Chairs and their Boards to take forward this demanding agenda, we
have further developed our safeguarding and child protection 'peer to peer' tailored
support offer to help local areas.
As you are probably aware, C4EO 'sector specialists' support improvement across
all areas of Children's Services using the best available evidence, research and
practice of 'what works'. Sector specialists work on a flexible basis with C4EO,
whilst still doing their 'day jobs' in their employing Authority or agency – they
are, therefore, both credible and up-to-date with the issues and demands faced by
Local Authorities and their partners on safeguarding and child protection.
